Moscow September 7th –RIA Novosti. Roscosmos informs that the carrier rocket “Proton-M” with three Glonass satellites onboard was sent to Baikonur on Wednesday. The rocket is planned to be launched on the 4th decade of this year.
“A train with the “Proton-M” carrier rocket was sent from the manufacturer - Khrunichev State Research and Production Space Center to Baikonur Cosmodrome on the 7th September. All shipping events passed nominally, without any complaints. The carrier rocket will be used for the launch of “Glonass” spacecrafts in the 4th decade of 2011”, - the report says.
Earlier the "Proton-M" rocket and "Briz-M" booster launch preparation works were temporarily suspended to dispose and to ascertain the causes of abnormal "Express-AM4" satellite insertion, but later the ban was removed.
The newest communications satellite, launched from Baikonur by “Proton-M” carrier rocket and "Briz-M" booster, didn’t get on for radio contact at estimated time at the 18th of august. The launch and flight of the Proton rocket were going normal, according to the planned programme. However during the flight of orbital block including the booster and the spacecraft, a failure in the work of “Briz-M”control system has occurred, as the result the “Express-AM4” spacecraft was inserted to off- estimated orbit.
Interdepartmental Roscosmos Commission concluded that during the formation of the "Briz-M" boosters’ work timeline, the gyro-stabilized platform turning time-interval was unduly "narrowed". It led to the wrong "Briz-M" orientation, and as the consequence insertion to the off- estimated orbit. The rest of the booster systems have worked without any problems.
The previous three "Glonass-M" satellites, that were planned to complete the Russian global navigation system GLONASS formation, also hadn’t been inserted into orbit. The "Proton-M" carrier rocket with three "Glonass-M" satellites was launched on the December 5th, 2010 from Baikonur. However, after the successful start DM-03 booster, produced by RKK "Energy", it has crashed into the Pacific Ocean. According to the commissions conclusions: all carrier rocket "Proton" stages have worked normally, and satellites have been lost owing to the fact that the DM-03 booster was fueled with 1.5 tons of extra fuel due to an error in the design documentation.
